The Pinball Event
Can you imagine a father hit his little daughter on the head to brain injury and unconsciousness? What's the problem with the family?
Can you imagine without a hospital would accept a head injury patient in the
whole city of Taipei? What's the problem with the Taipei's medical system and the National Health Insurance system
(N.H.I.S.中央健保制度)?
In the early morning of Jan.10th, a little girl was hit on the head by her drunken father. Soon she was sent to E.R.(急診室) of Zen-Iei hospital. The finding of examination was the little girl had head injury with bleeding in the brain and unconsciousness. She needed operation as soon as possible. Unfortunately there wasn't neurosurgery(N.S.神經外科) ICU(加護照顧單位) bed. Therefore they decided to transfer the little girl to other hospital. Through Taipei EOC(緊急處理中心) connected with other hospitals in Taipei for several hours. But in vain there wasn't any N.S.IC.U bed could take over the little girl. Finally she was transferred to Taichung Tung's Hospital and received brain surgery. The surgery was delayed for 6 hours . Two weeks after surgery the little girl finally passed away. The whole "Pinball( People ball) event" caused huge political responsibilities to Taipei mayor Ma and chief of health bureau Chung and Zen-Iei hospital N.S.Dr. Lin,Dr. Lieu.
Recently the family violent accidents happened again and again. that reveals the morals of people and family has been corrupted. The government and community should strengthen moral education and social welfare system. The family violent accidents mostly occurred in the unemployed, disabled, devoiced families. How to take care of them, help them is the most important social issue.
In the recent years, improper designs and political involvement of the N.H.I.S. have twisted the traditional medical system and ethics. Because the medical transfer system hasn't carried out thoroughly. Meanwhile young generation of doctors won't engage in Surgery(外科) and Gyn/Obs (婦產科)departments. All caused dislocation of resources and manpower in medical system. Also improper function of the Taipei EOC system resulted in the" Pinball event". These are the principal causes of the "Pinball event". The trouble has deep roots. If the N.H.I.S. can't correct improper designs, waste and misdistribution of resources and manpower in medical system. The "Pinball event" isn't the ending but just the beginning.
In my opinions, the N.H.I.S. should correct improper designs through the following ways.
1st, thoroughly enforce the family doctor's system(家庭醫師制度)and the medical transfer system.( 醫療轉診制度)Let's the sever cases treated in hospitals and the simple easy cases treated in clinics.
2nd, thoroughly enforce the medicine and pharmacy separation system.(醫藥分業制度) Appropriate regulation of medical consultation fees and self-payment of drugs are necessary for decrease in the waste of medical resources.
3rd, thoroughly build up the national medical examination information system.
(全國醫藥檢驗資料系統) It can prohibit improper repeat and waste in the medical examination and prescription.(處方)4th, thoroughly build up the appropriate N.H.I.S. fees regulation system.
(健保費調整機制)A skillful women could do nothing without means.It's not reasonable to let hospitals and clinics take on the lack of the N.H.I.S. fees.In the process of the "Pinball event." Tong's hospital neurosurgery Dr. Lee revealed traditional medical ethics .How noble, respectable he was. After the little girl passed away she left her liver and kidney to transplant to two patients. How great she was. If her death would remind people of family morals. If her death would improve improper designs and waste of the N.H.I.S. .Her suffering and death would be of some value and not in vain. Never let it just became a political and the media talk show.
